Biography
Achiaa is an accomplished lawyer and globally recognized international tax law and policy expert with over 13 years of experience advising international and domestic corporate entities, governments, international organizations, and tax administrations on global tax structuring, tax transparency, treaty negotiation, and institutional reform. Her career began in the corporate commercial law firm of Fugar & Co from where she proceeded to the Ghana Revenue Authority (GRA) for a period of 8 years.
Achiaa's expertise spans corporate commercial, domestic and international tax law advice for corporates, policy advisory and legislative reform, and capacity building, with a strong emphasis on gender-inclusive tax systems and institutional governance. Achiaa heads the Firm's tax advisory service and is also a Senior Tax Consultant with the World Bank Group. She has led high-level missions across Africa to implement Exchange of Information on Request (EOIR) and Automatic Exchange of Information (AEOI) standards.
She is also a Consultant on Tax and Gender with the Network of Tax Organisations (NTO) and previously held senior advisory roles at the African Tax Administration Forum (ATAF) and the OECD Global Forum on Tax Transparency. She has represented Ghana in various international fora and has served as a Competent Authority for tax information exchange, playing a pivotal role in drafting and negotiating Double Tax Agreements (DTAs) and Bilateral Investment Treaties (BITs). She combines legal acumen with deep policy insight, supporting sustainable tax administration reforms and risk-based compliance frameworks.
She is a member of the UN Committee of Experts on International Cooperation in Tax Matters, and a Co-Coordinator of its Subcommittees on Extractive Industries and Tax Transparency.
